Hi,
you should never use the Edit Form button as it opens customization in a context of default solution. It has the same effect as doing this way:
You should look at a concept of solutions. It will help you organize and maintain changes you make. If you deploy multiple environments (production, test, development, ...), customizing the default solution will become a nightmare.

Here is your answers -
Edit Form is a part for entity customization , If you go to settings --> customization --> Customize the System --> Expand any entity --> you can find many entity component like Fields , Forms , Views etc . Any modification or creation of any component under entity component called entity customization.
Now if you have system admin privilege when you view any record , you can find in the top ribbon button called "Form editor" . If you click that button it will open the respective form design in a editable mode. You can change the design from record view page itself . This is called edit form.
Let say you are working with Visual Studio so any control you add in your html page you can browse directly by click on view . Similar concept here sitting on record view page you just change the form design.
Its depends on your requirement , if you want to add any attributes , subgrid , web resource need to add then you need to customize the form.
