Model-Driven apps working without licensing

Hello Everyone,

I have zero licenses assigned (I have purchased some 'Power Apps per app' but not assigned to any environment) but if I share the app (assigning role since is a model-driven) to some users this users can view and use it without any problem (apparently) and I can do this with many users at the same time. With canvas app I actually receive an error.

Side note, according to AppAccessChecker none of these users should be able to view the app.

Does anyone have any explanation?
