When I go to approve a quote request, I get an error message as follows:

La restriction a été imposée par le flux de travail MS-PQAPW-03, Flux de travail approbation demande de prix (MAHAABDENNADHER)./>You cannot use Purchase Header: Quote,DP-23-00799 for this action.

My French is not the best but I will try to respond.

It seems like you have an approval workflow in play here.

Are all the documents you try to change approved or about to be approved?

If they are about to be approved then you should try to cancel the approval request before you try to change the documents.
