User not seeing Dashboard that is enabled for fallback

In Dynamics 365 CRM 8.2.2, we have one very basic system dashboard that is enabled for fallback but only enabled for System Admin security role.  The remainder of our system dashboards are assigned to specific security roles and not enabled for fallback.  We have a basic User role that is assigned to all users.  That role is not given permissions specifically to a dashboard, as we expected the fallback dashboard to be visible if the user wasn't in another role that provided a dashboard.  However, the Users assigned only the basic User role do not see any dashboard and 'Not Available' where the dashboard list should be. The fallback dashboard is very basic and we don't want to show this to Users with permissions to another more advanced dashboard.  So, assigning the basic User role to the fallback dashboard is not an option.  Any ideas on how to get the 'Enable for Fallback' to work on that dashboard without having to assign it to the basic User role?
