Does FY[1] mean January, FY[2} mean February, FY[3} mean March, etc.?
 
If not, please explain.

    Yes you are correct if you are using it in Financial Reporting (old Account Schedules Page) -> Column Layout -> Comparison Period Formula Field. 
     
    Take a look at this website as its very helpful for Financial Reporting date formulas. It was created in the Dynamics NAV days but the formulas still apply - Account Schedule Formulas | Dynamics NAV Financials

    Hi, this is the meaning of Fiscal year, here is the MS official document, hopefully it will give you some help as well.
    FY: Fiscal year. For example, FY[1..3] denotes the first quarter of the current fiscal year.
