Using Power Automate this would be possible. Use web services to expose the item card and ensure the “ Next Counting Start Date” is visible. You can use an OData filter to expose only items with a counting period code. Use a condition in the flow on whether the parsed JSON of the web service (use HTTP connector) is for today’s date. If yes create a notification with your preferred connector - for example Teams.
