Job Queue getting stuck

Hi,
 
Twice since yesterday the job queues have stopped processing, once yesterday it was after an error with intercompany. 
I restarted the NAV service then it started processing the jobs.
This time there is no failed jobs but all the email tasked from Zetadocs are mounting up.

Is there a way of restarting the NAS Service/Task Scheduler)?
