Read-only mode to be set as default for all user

Hello Community,

i would like to have all editabale pages for all users opened in read-only mode WITHOUT disabling the edit mode for the users.

Basically i want the editable pages to be shown in read only first, then if the user wants to change something in the page the user would ACTIVELY click on the edit button at the top of the page.

Can i do that in MBC?

    I am new in the community. Is there a way to bring this to microsoft attention in some sort of escalation? It is such a basic functionality with very high potential of user mistakes that it has to be implemented.
