Is it possible to create multiple user records in bulk? on premises enviornment.
if yes then how?

I would suggest the standard functionality "NEW MULTIPLE USER" under Settings - Security - User. But that works only for users with the same settings and security roles. But you can create the users that way with a standard or no security role and than mark the users on the list and update the security roles on selected users.
