cloud migration permission error

I'm using a v.16 Sandbox. My user has SUPER permissions (I also tried adding some others just in case they were needed). When I select the link to setup cloud migration under assisted setup I receive the error 'you do not have permission to execute this task'.

Are there other prerequisites or permissions needed for this? I haven't been able to find detailed documentation and want to test this process out using Dynamics GP 2018.

    You can not use the delegrated admin to do this process  You will have to have an O365 user that has super permissions.

    what means "O365 user that has super permissions"

    In the user management I have the next permissions
