Bulletproof Error 10121 During Payroll Check Update Dynamics SL 2011 FP1

I received this error   after hitting the begin processing button in check update. I don't know what date it is referring to or how to fix it in SQL. The batch is now partially released and I can't create an ACH file to send my payroll to the bank. I need help quickly please.

    The payroll check update process updates the employee history and creates the check documents and transactions both on the PR side and the GL side.  This type of error typically means that the process could not find a record that it expects to be there but it can have other causes as well.  Is this the first payroll of the calendar year (e.g., the first checks to have the 2017 date)?

    I'm having a similar issue with a Cash Manager transaction. I also don't know which date is supposed to be looking at. I too have a feeling that this is a beginning of year thing.

    I found out I had under the Ledger setup screen (0195000) an ending date as in 02/29 for February. This was a valid date for 2016, but not so for 2017, since this is not a leap year. I changed it to 02/28. I'm not 100% sure this was the underlying problem, but the period ending dates are indeed stored as a string, so this would trigger a strtodate() error.
