exclude indirect permission leads to no permission

I'm currently working on optimization of our companies permissions for business central.
 
In MS Learn I found out:
Excluding a permission set excludes all of the permissions in the set. Business Central calculates permissions as follows:
1. Calculate the full list of included permissions
2. Calculate the full list of excluded permissions
3. Remove excluded permissions from the list of included permissions (removing an indirect permission is the same as Reduce to Indirect)
 
I found out that number 3 depends on the include permission:
incude yes indirect
exclude indirect indirect
result indirect no permission
 
My workaround is to exclude the permissions and include them separately - but this is unnecessarily complicated.
 
In my opinion this behaviour is wrong.

    Hi,
     
    I think it is as per standard design.
     
    In the documentation it is clear that if you define exclude, it just excludes the level of permission which you exclude, and if you do Reduce to Indirect, it limits the direct permission.
    However if the permission is given in both Include and Exclude Permission set then the permission is excluded altogather.
