Can't "Publish and open in designer"

I am trying to run F6 to get the designer up an running on the Customer Card page, but I get his error:

Sorry, something went wrong and designer could not be started. Please try again later, or contact your system administrator.

I have D365 EXTENSION MGT in my permission set so I am not sure why I am getting this error.

    Hi, D365 EXTENSION MGT has been obsoleted by microsoft.

    Please try to use EXTEN. MGT. - ADMIN.
