What permission sets are assigned to the user who is receiving the order?

If he/she is not a super user then they should have one of the permission sets which has G/L - Item Ledger Relation Insert permission

like D365 ACC. Payable, D365 ACC. Receivable or D365 Sales Doc, Post etc.
