Power Automate Each Recipient Getting the Others Email As Well

I need to send the parent and student an email to their email addresses. I've tried using 1 email action and cc'ing as well as adding both emails to the send to. However, both emails always get delivered to both people. I thought a branch automation would work, but no...both parent and student are still getting both emails! What did I do wrong? Thank you!

    You're using a single email action with multiple recipients — that sends the same email to both, regardless of "To" or "CC". That's why both the parent and student get the same message.

    Fix:
    Use two separate email actions — one for the parent, one for the student — with personalized content and recipient.

    Branching alone won’t help unless you separate the email actions entirely within each path.
