i trace all the ids in the error and all referring to the Activities solution, and this solution is installed in the v9 update, and for me i don't have any customization for this application ribbon,

any one had the same issue or this will require a case with Microsoft ?

    Hi ,

While importing, did you check "stage for upgrade" check box? Try unchecking it(not selecting) and import it.

i already have patches so it's disabled as checked

Ok.In theory this happens when some component is deleted in the latest solution which you imported but which is already there in the existing solution. So when the system tries to delete the component,  it found dependencies and unable to delete them.

Did you delete any components in the latest installed solution?

Here is my problem, i didn't delete what he is complaining about, his message indicating that i delete one display rule in activitypointer ribbon and that didn't happen, and i don't have any customization in that area

Ok.Based on your inputs, crm system should not give issues. Can you please try below steps. Please understand that as we dont know the root cause of the issue, we are trying other available options. Please take bakeup before you follow below steps.

    1.Uninstall the latest imported solution

2.Now you have old solution with patches. Now apply solution upgrade and you should be having only one solution now.

3.Now import the latest solution. While importing uncheck the "stage for upgrade" (ideally it should be enabled)checkbox and select override customizations and import.

We've experienced a similar issue.  Our managed solution upgrade (stage-for-upgrade) is failing due to a similar ribbon rule dependency.  Microsoft Support has confirmed it is indeed a product issue and has a mitigation script.  They did not provide an ETA to a permanent resolution, however they have executed this script on our org.  I'll provide updates if available.
