Can a sandbox (non-production instance) license be paused?

Hi

I have a client who is seldom likely to do any custom development for their instance of CRM Online, but on the occasion that they do, they'll need a non-production (sandbox) instance to do it against. They're a small client using well under 25 Prof licenses (so they won't be getting a free instance, even going forward where the 25 USL minimum is dropped, since my understanding is they'll still need Enterprise licenses to qualify, and they have no other need to an Enterprise license?).

What they need to know is, if they purchase a non-production instance and use it for a month, can they turn if off afterwards? I know the licenses can be reclaimed, but can they be cancelled or paused? They will only use it once or twice a year, so they're not keen to pay $150 every month that they don't need it.
