Translating Dynamics 365 Business Central to an unsupported language

Dear all,

can Business Central be translated to an unsupported language (Kurdish), which is a RTL language? I believe this can only be done on on premise installations?

If so, do you recommend any good tutorials or explanations on how this can be done? the Microsoft links are not really that useful to me.
