Dynamics 365 tool which can ingest data and output documents based on that data

We're looking to build a particular tool for one of clients where they can input details for a new facility they want to build then, given some other info they have available such as materials they have on hand and other criteria and rules they have regarding these facilities, the tool will be able to process this information and output a design document for that facility plus some other documents such as material requirements for that facility. Basically it should

Ingest data -> Process that data -> Output documents

These documents can then be handed off for further review to other departments. I was looking at some of the ERP related tools and it doesn't look like there's one that can do this.

Related to the documents being handed off to other departments, does Dynamics 365 have an approval routing tool where we could put documents in a request and this can be routed through different departments for review, modification, and approval?

I'm not sure if approval workflows will do what you need.

SharePoint workflows allow a document to be approved by multiple departments:

There are few possible different output process.

Output documents == compose and generate a document according to the data that was ingested/processed? There might be some coding work involved to pick the right parts to generate the document.

Or is it to pick and send out a predefined set of documents according to your business operations rules? This could be achieved through Power Automate

a little closer to the first one. we were hoping there's some sort of dynamics 365 tool that could be integrated to for this purpose
