Picking list journal created without lines in Production order

Hi Expert,
 
I have created the production order and posted RAF, but I noticed that the picking list journal was created without consumption items (BOM items).
 
Please suggest what may be the cause of this issue.

    There are a lot of different settings that can influence the behavior. Can you tell more about the implemented proces? Are you using backlusing or what settings are there to have deductions when starting production orders?

    The above said issue is not for all items happening during Production order.

    What does your flushing principle says in the BOM?
     
    Since you have tagged as"Always" in production RAF, i think even if you are reporting RAF without any quantity, it may create a blank Picking list.
