Creating New Tax Schedule ID.

I need to add a Tax Schedule ID to GP. The problem is "New" is grayed out. Under Operation Manager, I have given myself all Security Task ID so I don't

think it is a permissions issue.  Any clue?  Thanks much!

    Tools->Setup->Company->Tax Schedules is where you will begin to create the new schedule not from the lookup window.
