If I have multiple orgs on the server (multi-tenancy) and I want to debug a plugin in one of the orgs (attaching to w3wp), will that impact all of the other orgs?

If you attach to the w3wp for Non-sandboxed plugin debugging then if you hit a break point all other tenants will stop working until you continue.
If you attach to a sandbox host for sandbox plugin debugging, then only the requests that use that sandbox request will stop working - but this is still likely to affect other tenants.
I would strongly recommend trying to reproduce the issue on a development server and debugging that.
You can use the Plugin profiler to instrument your plugins to capture replay information (guruprasadcrm.blogspot.co.uk/.../how-to-debug-crm-2011-online-plugin.html) but again I wouldn't recommend doing this on the live server.
If all else fails, you should instrument your plugin so that it writes to the trace to give you the details you need.

Thanks Scott - that is what I thought too. The client only wants to have one server with DEV/TEST/QA/PROD all as tenants... I'm going to see if they can purchase more memory and add additional VMs.
