v9 merge button security changes???

We upgrade to Dynamics 365 v9 from 2016 and the merge button for accounts now says there is a security issue. What to security role or addition could have been changed?

    Hi,

    Can you share a screenshot/ log file of the error. Generaly the missing priveldges appears in the log file.
