Security roles and licenses

I need some user to get access to the Microsoft Dyanmics Professinal Sales portal, the way I did it was assigning a license to the users, but I notice when I assigned them a security role, even whitout a Dynamic PS license, the user can get acces to the portal. How licensing works? can any user get acces just by having a security role ?

    Hi Partner,
    Have you checked to see if this user has any other licenses?
    Internal usage of Power Apps portals is included in all Power Apps licenses and in many Dynamics 365 licenses.
    This means that any internal user in your organization (user account in your tenant) has unlimited access to the Power Apps Portals in any Common Data Service environment they already have access to.
    For users to access any Power Apps portal, they must exist in Dataverse as contacts. This rule applies to both internal and external users.
