This means few things
1. Server Instance is not responding probably before of infinite loop execution.
2. Issue in your network speed as sometimes the session doesn't disconnect.
3. Your Sandbox is probably on Update.
Try creating a new Sandbox and deploy your Report on it.
If this issue persists you can contact Microsoft Support who can assist you in upgrading your environment.
