Transfer shipment created successfully by web service even though there is insufficient quantity for the transferred item

Transfer shipment created successfully by web service even though there is insufficient quantity for the transferred item while the transfer receipt is failed with insufficient quantity error. In which situation could that happen? Pls refer to the screenshot below... Thanks!
