Calculated Field Error

Errors when trying to calculate the formula.  Done these many times before but can no longer do this?  Has something changed?  Here is the formula: 

= Gross - 'Off Exc' + 'Off Inc' - 'OT 1.5/3 - 'OT 2.0/2 - Sev
