How does Dynamics SL calc "state wages" ?

How does MS Dynamics calculate "state wages"?  I have most employees showing values that differ, some wildly, from Federal Wages ........... some higher, some lower .  Some are lower by one deduction for medical insurance,  some by multiples of the same deduction.  Other's of higher by a huge amount of almost, but not exactly, but their enitre federal taxable wage.  No pattern or consistency can be seen ANYWHERE.
