After adding the site to compatible view, i am able to View the menu and attach the items.

Yes, it seems that the menu bar Soma shows in his screenshot is not visible when using IE 11, it shows up if you add the site to the Compatibility View. Or if you use a different browser, like Chrome. This is true on Windows 7, as well.
Santosh, I am not working with window 8.1 and IE 11 combination. I have seen your post on community feedback forum. Surely you will get answer from forum technical team.

But am not able to see toolbar itself,
am using Windows 8.1 OS and Internet explorer 11.0 version 11.0.9600.16518.
is it any thing to do with this.

Use rich text formatting while attaching images
While replying or posting in forum click the "Use rich formatting" near by Reply button. In rich formatting window, use "Insert Image" icon to attach your saved images.
