To put it in a nutshell:
CRM - is a customer relationship management tool - and in order to work with it you need a CRM License and a CRM System User.
Portals enables you to expose CRM data externally to people, without having to create them as CRM Users. In order to install Portals you need to have a CRM deployment on top of which this can run.
