Licensing a Dataverse environment for external users

Looking for some advice and opinions please.

This is for a standalone Dataverse environment. Not Dynamics 365, or Power Apps, or Power Pages.

The question is about using a Dataverse environment with the native Dataverse web APIs, where a portal is developed (not Power Pages) that allows the external users to interface (read/write) data.

My opinion is that because this is not Dynamics 365 and Power Pages are not being utilised to facilitate the access then there is no requirement for user (D365, Power App, or Power Pages capacity) licensing.  I would still need Dataverse capacity licenses, but that is all.

Appreciate any thought and insights.

    Hi Nick,

    I'm not a Power Platform licensing expert. What I understood is that there is no standalone Dataverse license. You will first need to have Dataverse included in a Dynamics 365 or Power Platform licenses. Then you can buy additional Dataverse capacity. A partner or CSP should be able to answer your question with more certainty.

    For a standalone Dataverse environment accessed via native Dataverse web APIs and a custom portal , you do not need to have Dynamics 365, Power Apps, or Power Pages user licenses for external users. However, you still must have the appropriate Dataverse capacity licenses providing coverage for data storage and consumption. Licensing is based on capacity and environment and does not take into account named users if the access is not obtained through licensed Microsoft apps. We believe that this perspective aligns with expert community input as well as current Microsoft licensing statements around using standalone Dataverse.
