Valuation Change - Where does cost come from?

We are changing some items from FIFO Perpetual to FIFO Periodic. The item in question has a standard cost of $21.50 and current cost of $45.23. When we run the Change Valuation and select FIFO Periodic, it changes the current cost to $68.75. Where does that value come from?

    I found it (finally) - it comes from the valuation layers in IV10200. It APPEARS that it is finding the most recent receipt. More recent non-receipt transactions are ignored.
