I have an accountant friend with experience with Dynamics GP who is looking for a job in Vancouver (Canada)/Lower mainland,
Is there a public resource where they can find a list of companies using GP in that area?

I don't think there is a protocol on this, KWIK. I'd suggest you contact ZVIKA directly via this forum.
Microsoft guards its customer lists closely, so no such list is available publicly. However, your friend might want to join the Great Plains Users Group (www.gpug.com). I'm sure there's a chapter in that area from which he might glean a list of member companies.
