I disabled a handful of old users successfully, but there's one that doesn't get removed.
No error pops up, nothing happens. I refresh and they are still on the list. I assume it's because they're tied to something that doesn't allow them to be disabled.
They aren't an admin, or owner of any queue. It's some @live.com email that actually isn't even a person here.
Are there some common reasons why the system just doesn't disable a user?

Actually I did try it on a different browser and figured it out. The notifications and alerts are more insightful in IE than in Firefox where I was trying to do this.
It says that it's not an actual user that is using up one of our licenses. For whatever reason it's there and 'active' - but not truly a user.
As long as I don't have to pay for it when I begin purchasing plug-ins that charge by the user, that's fine.

It seems that you are not able to disable one user from CRM Online.
Did you tried from a different browser or different machine ?
Did you checked the disabled users view to check if the user is reflecting on both enable and disable users view?
When disabling the users do you see any error in the IE status bar at the bottom?
Do we have any error message in the event viewer?
We can also run the fiddler and check what is happening?
