What is the minimum number of Dynamics 365 enterprise license users required to run & develop powerapps portals within the context of dynamics 365 apps and with only Internal users.
For example: If I purchase 2 Customer Service Professional attached to 2 Field service license as base and only 2 internal users no external users. Will I be able to create and develop portals or do I need to buy 10 enterprise licenses as mentioned in some websites?
One of the old community post states:
In order to get a free Dynamics 365 Portal, you need at least 10 enterprise app licenses (so Sales, Customer Service, Field Service, Project Service, or the full Customer Engagement license).
Is it still true in 2021, because I couldn't find any minimum limit in the Licensing guide.

Power Apps portals are now available as standalone in Power Apps. You no longer need to acquire license to provision a portal. User access to the portal requires license depending on persona type.

From my testing, PowerApps portal are available as long as you have 1 gb of available DB Capacity, for internal Authenticated use. On the same licensing guide, this is shown:
