Best Method to Update Post Code Table 225

Hi

I need to update County (State) in Post Code Table 225. I downloaded the table through Configuration Package, updated County and uploaded back but got error message about City is exist. This is strange because I am just uploading the same file back and did not change City or add City. 

I also tried Edit in Excel in Zip Code page and failed as well to publish changes. 

What is the best method to update County in Table 225? 

The only way I can think of is to upload the Configuration Package but select "Delete Table Before Upload" but I do not know the risk of that. What is the risk here?

    Primary key of the table is code and city. So you must handle that data. Do you have the city populated as well as the county? You could try turning off the validation for City at the field level of the configuration package

    Thanks. 

    1) Yes city is populated. I just want to download the Table  change the County (State) to abbreviations and upload back. But it shows error that City is already exist. 

    2) I tried to turn off validate for City and got this error message

    I am attaching my USPS Excel CSV import you can use that will populate the table via a configuration package.

    Thank you so much. When I upload this should I select delete table or something? I mean I never uploaded .rapidstart file before.

    I always delete the Table to start fresh from the zip code list.
