Are You doing it with Developer (Microsoft partner) license in the database? Or You are trying to do it with Customer license?
The error message is pretty clear- You don't have required permissions.

You're encountering an upgrade error in Business Central 22 due to missing database columns ($systemCreatedAt, $systemCreatedBy, $systemModifiedAt, $systemModifiedBy). Check if these columns exist in the Permission Set.

KasparsSemjonovs - I am doing with Dev license only. I have done upgrade for other database, but this error is specifically occuring in this database only.

Khushbu Rajvi. - Columns are presented in the permission set.
