Writeoff AR tool does not work on some customers even though the customer writeoff amount is unlimited

I think the title says it all, only around half of the customer amounts below the threshold were written off. I have spot checked the remaining customers and I have found that their writeoff amounts are "unlimited." So that wasn't the issue. Does anyone have any other suggestion of what the issue could be? Thank you!
