1. you need to check License. https://learn.microsoft.com/en-us/dynamics365/business-central/dev-itpro/deployment/licensing
2. If you have Access to Admin Center then Try to Open your Environment and may be as per the user Limit many user work on same time.
3. Have you tried using other internet connection ? turned out that there was a problem with the router DNS.
4. If you can Access Admin Center then you can contact Microsoft Support for this as well through Admin Center's Report Outage or Support feature.

Hi,
There are many possible causes for this error message.
- Licenses are not assigned to user.
- Effective permissions don't assigned to user.
- The company specified in the URL does not exist.
- Environment status is not running.
So, if you want a reliable solution, it is better to raise a Service Request as described in the message.
Before raising a Service Request, it is recommended that you try the following.
- Check if other user faced to same error.
- Check if taget environment's status is Active, on BC Admin Center.
- Check if user have effective BC license and enough permission set.
- Check if other environment can be signed in.
- Use InPrivate mode(with Edger) or Secret mode(with Chrome).
