I am very new to Microsoft Dynamic - Finance and Operation and about to configure my first chart of Account for a model Business.

I need the System to be Arabic - English and need to know how do I add an extra column for Arabic Text for Account Name in Chart of Account Page.

else please let me know if there is any other best practices to do this task

Anyway, you have a translation option in chart of account in Dynamics AX / F&O.
