Guest users unable to sign into Business Central

I have new guest users created via Azure AD and assigned BC licenses unable to sign into BC. They get this error message: 

We do not recognize you. Did you enter your credentials correctly?
Your user name "guest email" or password is incorrect, or you do not have a valid account in Dynamics 365 Business Central.
One user which was setup earlier probably via admin.microsoft.com works. The only difference I can see in AAD is that the old one has a B2B link in his profile to reset the invitation while the new just say reset invitation link.
Any help would be greatly appreciated. Thanks.

    Hello,

     Just a guess, check for guest user if  "Usage location"  ( country ) was setup on Azure AD. If Usage location is not setup up, no licenses can be assigned to that user account.

    Send to newly created user D365 BC tenant URL ( including env name) and ask him to login.
