D365 Sales Entity/Use Codes not over ridding taxable lines

D365 F&SO , Integrated wit Avalara Sales Tax including Certificate Management
 
In the past couple days we seemed to have lost functionality to apply a sales tax over ride on the sales order line level.  
 
Example:  Customer is normally tax exempt but has a scenario where the order needs to be taxable.  We were using the Sales Entity/Use Codes that are part of the Avalara setup in D365.  Essentially over ridding the exemption and making the line item taxable.  
 
For some reason this has stopped working.  Asking if anyone has a suggestion on what/where to look for settings (either Avalara Avatax, ECM -Exemption Cert Management or D365).
