Sales tax on a negative retail item

We have an item that has a retail price of ($16.99), that we can tag along with another item. When we ring up this item the Sales Tax is at $0.00 and should be at a  ($1.36). When we ring up the offset item at $16.99 the sales tax is $1.36. Is there a setting that I am missing in order to get the total to come out at $0.00 total?

    Have you checked the tax assignment for both items under Item Properties?

    If they both have same tax setting the negative entry should work as expected.

    Do you have one of the items set to tax exempt?

    Also can you ring the + item first and then do the - to offset it?
