Hi, I am an MS partner and Power Platform and Dynamics developer based in north wales. I’m confused about the seemingly deprecated IUR offering for what was 365 Dynamics CE IUR.Can someone please let me know if developers that need this product license in order to build solutions, is still available for developers for free or has it truly been deprecated?

I had the license last year but I’m now getting messages that my expired product and its data will be deleted but offering the option to purchase a new license.

My understanding is that IUR license was designed for a partner’s internal developer/s within a tenant to develop solutions but where that developer doesn’t run their business using Dynamics. Have I missed something?

Microsoft has deprecated many of the traditional Internal Use Rights (IUR) licenses for Dynamics 365, including Customer Engagement (CE), as part of its shift toward Action Pack and Cloud Solution Provider (CSP) models. This means:

Free access for development purposes under IUR is no longer guaranteed.

Partners are now expected to purchase licenses or use developer environments provisioned through Power Platform Developer Plan or Microsoft 365 Developer Program, depending on the use case.

Your understanding is correct, the Dynamics 365 Customer Engagement (CE) IUR has been fully deprecated. Microsoft partners no longer receive it as part of internal use rights, even for development. Expired CE IUR environments won’t be renewed, and partners must now license individual apps like Sales or Customer Service.
