Invite different tenant user to do business in Dynamics 365 SCM

I have two Microsoft Entra tenant A and B.
The Dynamics 365 SCM subscription is purchased in tenant A, I want to invite users in tenant B to access to Dynamics 365 SCM do daily business.
I know I can invite users in tenant B to tenant A as guest account, and license the user with Dynamics 365 SCM.
My concern is if the user is also need to be licensed Dynamics 365 SCM in its home tenant B?

    It also has some information about when and what licenses are required. As a summary, you can add a guest user from tenant B in your tenant A and assign the SCM license to the user in tenant A only.

    Thank you so much for your response.
    I have seen your blog before.
    Let me add more information.
    Microsoft Entra tenant A will be migrated to tenant B. This migration will take serval months.
    During this migration, I can invite migrated user in tenant B as guest accounts to tenant A, and access Dynamics 365 SCM do business, am I right?
    Also, can I assign all Dynamics 365 SCM license to guest accounts?
     
    In the Dynamics 365 license guide, I can see that "In a multi-tenant scenario like the example, a licensed Dynamics 365 user associated with one tenant can only access environments mapped to the same tenant. To access another tenant, the user would need a separate license and a unique set of sign-in credentials."
    Is this means I should also assign Dynamics 365 SCM license to users in tenant B?

    I'm not sure what you wanted to quote from the licensing guide. This is missing in your reply. 

    Anyway, I do assume tenant A now has the subscription for Dynamics 365. In that case, licenses should be assigned to the guest users in tenant A. When the subscription is moved to tenant B, then you would need to license the users in tenant B.

    Be aware there are changes planned this month which will affect accounts from outside your tenant, where previously changing the provider against the D365 user was sufficient for Authentication, the user will now need to also be a guest on you AAD tenant/Entra ID.     Thank you so much for your reply.
    I believe we can invite external user in tenant B as guest account to access Dynamics 365 SCM in tenant A.
    But the case is that my customer need to migrate their Entra ID tenant from A to B.
    I think below link is in line with my customer's situation.
    So I am a little confused, does my customer need to buy Dynamics 365 SCM license on B or not?
    It says"It's crucial that the subscriptions be active on both tenants in parallel for a few weeks, until you've finished decommissioning Lifecycle Services on the old tenant."

    For this last question, you would need to contact your licensing partner. I don't know the process and conditions for moving a license to another tenant. From the application security and license check point of view, the guest user should have a license in tenant A. As there will be a move to tenant B, the user in tenant B will also need to get a license assigned.
