would like to ask, whether if possible to create a set of discount coupons - voucher and it is onl applicable to certain customer IDs?

Coupon for a specific customer is currently not supported. However you can add those customers to an affiliation and associated with the affiliation price group and the discount.

therefore, for a customer not part of that affiliation, it would not get the promotion even they enter the coupon.

WE need to give printed vouchers to those customers. so it means like when they are redeeming the voucher numbers- it should be validated as per the customer ID, will it be possible?

No it's not supported to validate discount/coupon by customer id in the out of box code.

Several approaches you can try -

1. Validate coupon/discount by a group of customers (affiliation)

2. Generate random and long enough coupon codes so that those codes are not predictable.

3. Do it through customization.

There is a workaround to achieve this -:

1. Create 1 affiliation and link price groupo to that affiliation.

2. Create 1 discount and link coupon to that discount and add the same price group that you have added to the affiliation.

3. Now go to the customer and add the affiliation that you have created in step 1.

4. Sync job and your work is done. Now that coupon will be only applicable to the customer on which you have added that affilation.

In theory, yes. You can't actually assign a coupon code to a customer record in advance, but you can configure a coupon record to be Customer required and Customer specific, usage 1
