All Power Automate are disabled after making a full copy of the environment

Our UAT is missing a lot of data for testing so I made a full copy of Production environment to UAT.  After this is completed, I notice all power automate tied to our D365 CE are automatically turned off.  I try creating a solution with only power automates and connection reference & import the solution, but it is still turned off.  Have anyone seen this before?  What is the best way to fix this?  I tried manually enable them but unable to do so unless I click into the flow and re-save.

I seem similar situation before when connection reference owner/ power automate owner is not the same as the person doing the deployment but for this case even same connection reference owner/power automate owner/deployment user account got turned off.

    Hi Leah,

    thanks for the reply.  the Administration mode is disabled.  I also read the article you provided, the owner of the flow/the owner of the connection reference/the deployment user accounts are all service account with admin access + D365 & Power Automate license.  The connection reference is also included with the deployment solution (un-managed), not sure where else I can check.

    Hi TylerS.Dev,

    After the environment copy background processes are disabled by default.

    Go to the https://admin.powerplatform.microsoft.com/ -> Select Environment -> Edit and Check the Administration Mode of the Environment.

    The Administration mode of the Environment should be disabled for the flows to run. If the administration mode is enabled, none of the Asynchronous Processes including Power Automate will get triggered.
