I used "X0" under "Print Control" to hide any row with zero balance. However, this function only works for Format code with "TOT", "CAL" or Blank. Is there any way I can hide the whole group/department where the total balance is zero? See example below.

Courier expenses | $0.00 |
Misc. expenses | $0.00 |
Total expenditures for Finance Department | $0.00 |
How can I hide the whole department as the total expenditures is zero.

This one is a tough one, I was thinking perhaps you could get clever and add a calculation to the description row(s) like a check sum, which totals the component rows. Then put the cal result (check sum) in an invisible column (like D) by adding a column restriction, so the result won't show on the report (because you suppress column D as your check sum column on your column layout with NP). Then , the row will be suppressed by your 'X0' control when the cal / tot is zero? Perhaps I should have said this with more confidence?
