Allow "Template Export" but disallow "Export to Excel"

I want to limit exporting all kinds of data, so I disabled /Export to Excel/ for all users. I made a template with a few columns for a specific export purpose. I added it to a security role. As a system admin I do see that template. But the user doesn't see it.

Does this have something to do with the right for /Document Generation/? And/or does someone need Export rights as well?

Any clue how to limit export to excel, but allow that one template export?!
