Production Formula substitute / alternative items

I have this scenario :

- If there's OH inventory on item A, use item A in the formula
- If there's no OH inventory on items A. use a phantom item B which can be produced from item c and a route 
 
I set both item A and item B to the same plan group, set priority 1 on item B and qty 1, set priority 2 on item A and no quantity 
 
The problem is with the setting above,  planning optimization still use item B although there's no inventory on item B and there's OH inventory on item A

    Regardless of feature state in .38 or .39, If you want A to be used first, it should be priority 1 and B should be priority 2.

    I already found the solution to my issue a couple of hours ago:
    Deploy Release 10.0.39, Scheduled it for tomorrow
    Will test again after the deployment

    Per this link, support for Plan groups was not planned for until, well, about now. But I have not read anything to say that it has actually been done.
     
    Does it work for you if the Item B item is not a phantom item?

    I know about priority based planning, which is irrelevant to my question
    Formula priority and plan group are used together for substitution, not for master planning priority
